Are you the group leader? Because I spent quite a while wandering in circles, looking for the "tools" and never found them. In fact, I went to Google's help pages, and I have almost none of the options they are describing.
If your a blog leader, maybe that would explain why those options aren't available to most of us. That's kind of disappointing.

@Leah ... looks like it is limited to group leaders for now.
